SDGs and Humanitarian Working Group International Multistakeholders Meeting – 23-24 June, Jakarta
“Re-thinking G20 commitment on the interconnected SDGs-Humanitarian Nexus in the post-pandemic world”
This two days workshop was organized with the following objectives
· Delivering and disseminating the agenda of the main issues of the SDGs and Humanitarian C20 working group, particularly SDGs and humanitarian financing
· Improving the consolidation and coordination of the SDGs and Humanitarian C20 working groups with development and employment working groups and other engagement groups
· Get input and voice aspirations from vulnerable groups to be a concern in the G20 forum.
Recognizing the root causes of the stagnant process for SDGs target 2030 and how the Indonesian Presidency responds to these challenges:
· Humanitarian Crisis in several countries
· The widening gap in economic disparities and gender inequality
· The impact of the pandemic on vulnerable groups
· Indonesia’s strategic role as a middle power country bridging between the less-developed countries and developing countries
· Addressing the lack of and variety number of commitments from some members of the G20 due to the global political situation (e.g Ukrainian War)

Description of the Event
Policy Coherence for sustainable development is a critical element for the success of the Agenda 2030 and therefore, it is enshrined in the Agenda itself. The 2030 Agenda and the Paris Agreement represent two complimentary global frameworks for eradicating poverty and hunger and achieving environmental sustainability. For the first time, these frameworks show bottoms up approach in international policymaking. While on the face of it, it appears that countries are making tireless efforts to align their social, economic and environmental policies with the Agenda and the Paris Agreement; much remains to be done to make their national policies and programmes coherent with these. Lack of policy coherence at global level is also one of the most important factor reinforcing lack of policy coherence at national levels. These conflicts are likely to undermine success of the Agenda 2030 and the Paris Agreement, and cannot be addressed unless acknowledged and active policy coherence pursuit.
The meeting of the HLPF in 2022 will be held from Tuesday, 5 July, to Thursday, 7 July, and from Monday, 11 July, to Friday, 15 July 2022 , under the auspices of the Economic and Social Council. This includes the three-day ministerial segment of the forum from Wednesday, 13 July, to Friday, 15 July 2022. The high-level segment of the Council will conclude with a final day on Monday, 18 July 2022.
The theme for the 2022 HLPF is “ Building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development ”.
As the world is struggling to recover from COVID-19 amidst continuing crises, the HLPF will reflect on how recovery policies can reverse the negative impacts of the pandemic on the SDGs and move countries on to a path to realize the vision of the 2030 Agenda.
The HLPF will also review in-depth Sustainable Development Goals 4 on quality education, 5 on gender equality, 14 on life below water, 15 on life on land, and 17 on partnerships for the Goals. It will take into account the different impacts of the COVID-19 pandemic across all Sustainable Development Goals and the integrated, indivisible and interlinked nature of the Goals.

The informal negotiations are ongoing, and a fourth revision of the HLPF negotiated outcome document was shared this week. The co-facilitators (Italy and Nauru) will convene another round of closed informals on Thursday 30 June. Please find the latest version of the ministerial declaration attached to this message.

Registered participants to the HLPF who do not already hold a UN grounds pass will need to pick up their HLPF passes at the UN Pass and ID Unit, located at 320 East 45th Street.

The hours of the UN Pass and ID Unit have been extended as follows:

The MGoS Official Session is scheduled to take place on Tuesday 12 July from 9:00 to 11:00am. It is titled: Vision of civil society: Leaving no one behind in recovering better: How can we identify those left behind and how can we provide social protection and other measures to contribute to more equal societies and build resilience? The usual practice of inviting Major Groups and other Stakeholders to ask a question of VNR countries following their presentations will continue this year. UN DESA is working with the MGoS VNR Task Group to secure visas and provide funding for these speakers to participate in person. There will be limited allowance for virtual participation by invited speakers who are unable to participate in person.
In an effort to ensure that the HLPF VNR sessions are as open, inclusive, transparent and safe as possible for MGoS speakers who should be permitted to ask questions without fear of reprisals, the HLPF Secretariat is transmitting the attached message from the Office of the High Commissioner for Human Rights (OHCHR), which contains information on the OHCHR’s reprisals mandate and the confidential email where relevant information can be shared.
The traditional series of VNR labs will be convened on the margins of the 2022 HLPF, to provide an informal platform for experience sharing and reflection on the Voluntary National Review process. As always, the Labs will be held under the Chatham House rule and will be open to Member States, the UN system and representatives of Major Groups and other Stakeholders. The Major Groups and other Stakeholders are crucial partners in sustainable development, and we greatly appreciate your hard work, dedication and enthusiasm.
Since 2018, the VNR Labs have become a much-appreciated feature of the HLPF. The Labs will again provide an informal platform for sharing experience and for reflection on the VNR process, as additional opportunities for informed discussion. The theme for the 2022 VNR Labs is “Sustaining Momentum for Achieving the SDGs.” A programme of VNR Labs is being developed and will be posted on this page by mid-June.

According to the letter from H.E. Collen Vixen Kelapile, President of the ECOSOC, on the closing of the list for countries that will be presenting their Voluntary National Reviews (VNRs) at the 2022 High-level Political Forum on Sustainable Development (HLPF) for your information.
Since the first communication dated October 4, a number of other countries have expressed their wish to present their VNRs for the first time at the HLPF. For your ease of reference, please find below the final list of VNR-presenting countries (a total of 45):

The UN Secretariat has issued a note (E/HLPF/2022/5) compiling the main messages for the Voluntary National Reviews (VNRs) to be presented at the 2022 UN High-level Political Forum on Sustainable Development (HLPF) in July. Most of the 45 countries have presented their VNRs at previous HLPF sessions. Argentina, the Philippines, and Switzerland are third-, and Togo and Uruguay are fourth-time presenters. Twelve countries are presenting their VNRs for the first time.
Main messages from the 45 countries that will present their VNR in 2022 are available via the UN’s HLPF database. According to the ‘Guidance and Best Practices for Presenting a VNR at the HLPF in 2022’ by the UN Department of Economic and Social Affairs (DESA), full VNR reports should be submitted by countries to the UN Secretariat by 10 June 2022.
