The first SDG 16+ Forum, Asia was organised by Asia Development Alliance and its members, Transparency, Accountability, and Participation (TAP) Network , Forus and Global Call to Action against Poverty on September 22, 2021. This forum was part of the Global People’s Assembly on the sidelines of United National General Assembly, attended by national, regional and global partners, national governments and the UN institutions bringing voices together to reiterate our belief in inclusive institutions, a just society and embracing democratic values and concluded that Democracy and Peace can only be made with people and not without them.
The Forum came up with the SDG 16+ declaration which was drawn up based on wide-ranging presentations and deliberations during the 2021 SDG 16 + Forum, and inputs were provided by participating organisations from across the Asia region and internationally.
Some of the key recommendations emerged from the forum are following:
- Reform the international peace architecture as articulated in “Our Common Agenda”, recently published by the UN Secretary General
- Establish an official annual, multistakeholder SDG 16 + Forum in Asia, thus demonstrating policy leadership to other regions
- Increase the provision of international development finance through the World Bank and the IMF to enhance peace, human rights, democracy, and governance in the Asia region. The existing Asian Development banks, including the New Development Bank, the Asian Infrastructure Investment Bank (AIIB) and the Asian Development Bank should also mobilise & increase funding for people-centered development and SDG 16 + in the region
- Promote true peace and human security in the region, and the full realisation of all human rights enshrined in the International Bill of Human Rights, which includes the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights
- Establish a UN regional human rights review mechanism for Asia, based on existing models in other regions
- Establish immediate access and safe havens for the millions of civilians fleeing unjust rule, including from Myanmar and from Afghanistan where legitimate fears exist about revenge killings, and the violent suppression of women and other vulnerable communities

On the occasion of the high-level week of the 76th UN General Assembly, Global Call to Action Against Poverty in collaboration with numerous civil society organizations, among them Democracy Without Borders, hosted a virtual Global People’s Assembly. From 21-23 September 2021
The assembly was a space for all participants to review the structural reasons for social, environment and economic inequalities and injustices during the COVID-19 crisis and beyond, to plan and develop collaborative actions in order to prevent austerity and to create systemic change that will achieve the 2030 Agenda, the Sustainable Development Goals and the Paris Climate Agreement.
The opening plenary on Tuesday 21st was entitled titled “Decade of Action” that included an analysis of the recent UN report Our Common Agenda as well as the action session on UN reform and the We The Peoples campaign on Thursday 23rd was the major highlights apart from various thematic session (more on the latter here).

The theme of the 9th APFSD is “Building back better from COVID-19 while advancing the full implementation of the 2030 Agenda in Asia and the Pacific”. The 9th APFSD will play a unique role as a catalyser of solutions and peer learning on how to accelerate transformations for the implementation of the 2030 Agenda while recovering from COVID-19. Within this context, the forum will provide the space for an in-depth review of the following cluster of goals which will be reviewed by the High-Level Political Forum on Sustainable Development (HLPF) in 2022: SDG 4 (Quality Education), 5 (Gender Equality), 14 (Life below water), 15 (Life on Land), and 17 (Partnerships for the Goals).
